In her electronically-filed response, Jackson covers the ten items noted in the FEC letter, including $23 million in unitemized contributions, various accounting discrepancies, excessive campaign contributions and prohibited donations from Foreign Nationals.

Jackson stated that the excess portion of each contribution has been refunded for over 100 contributors who were allowed to donate over the limits of campaign law. Each contributors name and the amount returned is itemized. These amounts range from a few dollars to several hundred to highs of over $2000 each.
The issue of prohibited contributions from foreign nationals was not entirely resolved. While Jackson listed a number as verified U.S. Citizens or Permanent Resident Aliens, another 106 contributors were not verified. The Bernie 2016 committee has returned these donations as well, although refund amounts will not be itemized until its April 2016 report to the FEC.
Jackson noted that amended reports would be supplied to remedy campaign finance problems in a number of other areas.
As for the $23 million in Unitemized Contributions spotted by the FEC , Jackson responded with this brief statement:
Regarding the un-itemized receipts listed on Line 17(a)(ii) of the Detailed Summary Page, the Committee hereby confirms that the aggregate total for the election cycle for each un-itemized contribution included in the Line 17(a)(ii) total is under the applicable $200 threshold.
The returned contributions will have some impact on the Bernie Sanders campaign, which spent heavily on operations as it closed out 2015. Its $96 million in receipts was reduced to just $14 million at the start of February 2016.
The fund-raising committee is also facing another round of possible refunds from its January 2016 report. The FEC found similar irregularities with unitemized receipts and donations from Foreign Nationals.

Number 2 - If you are a US and Canadian citizen you are not a "foreign national" for purpose of donations to the candidates.

(32,617 posts)If I recall correctly the Obama campaign's software had some glitches early on with regard to donations from out of the country. They got it fixed but probably you were just not given an opportunity to answer all the necessary questions in the beginning.

Seriously. Do we want a president with a history of picking such a bad treasurer with such shoddy bookkeeping practices presiding over nominating the next Secretary of the U.S. Treasury??

How do we really know that is true? They already erred (intentionally or unintentionally) regarding the excessive contributions over $2700 or $5400 (for a couple), so if those were excessive we really can't be sure that the $200 "in aggregate" is accurate.
If they're un-itemized no one knows just who those under $200 contributions came from and how do they know how to aggregate them?
Finally, on the accuracy and the statement "the Committee hereby confirms....", when a Committee sends it's monthly or quarterly report to the FEC, they "hereby confirm....." that the report is accurate. Obviously that wasn't true.

(67,782 posts)When a treasurer accepts a contribution, he/she should document the contributor's name, address and, if over a certain amount (for states usually that's $100) the occupation and employer, and they have to sign the form certifying that it's accurate. It appears that Sanders' treasurer didn't bother doing that for his "small" contributions.
And a contribution with a foreign address is a huge red flag. A good treasurer doesn't even deposit questionable or un-itemized contributions.
Sadly, his campaign committee is not unlike his campaign leaders - not ready for prime time.

Item 5. The reported ?Offset to Operating Expenditures? from Southwestern Adventist University was originally thought to be deposit refund for an event that was cancelled.. However, the receipt was received in error and subsequently refunded on 10/19/2015. Similarly, the reported ?Other Receipt? from MassMutual was a refund of $331.34 from a rally held at the Massachusetts Convention Center Authority. The expenditure for this rally was reported as a payment of $35,297.00 that took place on 09/23/2015. MassMutual is the parent organization of Massachusetts Convention Center Authority and all refunds are processed by that parent entity.
Item 6. The Committee is preparing and filing an amended Report in which all disbursements in the Report containing the purpose of ?event expense? will reflect more specific purpose descriptions.
Item 7. The Committee is preparing and filing an amended Report in which the disbursement of $10,730.46 to People?s Bank on 12/7/2015 has been amended to disclose the itemization which had been inadvertently omitted due to a software error on the original Report.
Item 8. The payments with the purpose of ?per diem? were not issued from petty cash. These payments were remitted via checks drawn from the Committee?s account.
Item 9. The Committee is preparing and filing an amended Report in which the disbursements for the identified staff reimbursements include the necessary information.
