Theres a very large neighborhood just about inland from there; very poor and full of precarious houses. It was probably badly damaged.

that are blocking the roads. The airport is unusable. That's one reason it has taken so long to get an idea of the damage.
We got an idea. It's catastrophic.
Most likely the area the workers live in was saved from the surge, but the toll of injured and dead is likely to be high if they didn't manage to make it to a substantial building instead of being trapped at home.
This thing went from a piddling little tropical storm to a Cat 5 in 12 hours and no weather model predicted it.
