Back in the day while gaming out counter insurgency scenarios we had one that used a fictional modern industrialized nation with a population of several hundred million rather than the usual third world analogue.

I was on the 'Red Team' with the mission to disrupt that nation. It was chilling how easy it was.

Now it may be professionals with different goals than we had but the actions and targets lead me to believe it is opportunistic amateurs with perhaps, even likely, outside agitators who have read some RW fiction.
