Who knows what really happened to money he claims he gave to federal agencies run by his appointed cronies. Regardless, making ocassional gifts to the enitity of his choice means he is still controlling the money, i.e. it is his money. Saying he won't take a salary means it stays in the general fund. That's not what happened.
