Yes. Even if you keep the filibuster it only needs 60 votes in the Senate. A constitutional amendment would need 67 plus another two thirds of the House (how often does that ever happen?) plus 34 State legislatures (when Republicans have the majority of them 28 to 20 with two that are split) to approve.
