This sounds a little like the stuff Animal Liberation Front used to do. I don't know if this guy really is ALF, but maybe his objective was to either (1) steal all the pre-smolts and dump them in the river (where they wouldn't survive because they weren't ready to forage for food yet) or (2) when that failed (because you'd need a truck to haul that many fish and he didn't seem to have one) cause enough economic damage to put the hatchery out of business.
