In reference to the OP, for purposes of this discussion and the sample law at issue, it would be a child 12 years old or younger committed by an aduly.
This is not some gray area, date rape scenario, or forlorn high school love. It is the unequivocal rape of a true child clearly incapable of consent or understanding. It potentially destroys the entire life of a true innocent without any recognized defense in law, morality or ethics.
Moreover, "properly convicted" most definitely includes all appropriate due process and appeals. I wish neither to change established laws or procedures, nor lower any standards of proof or constitutional trial protections.
When you've crossed the rubicon of the knowing and willful sexual predation of young child, the time for any pity and education (and mortal redemption) is long over. I have no objection to these people receiving treatment in prison (although the efficacy is dubious, at best), nor do I approve of mutilation or gratuitous torture as desired by the legislators in the OP. Nevertheless, these monsters should still spend their dying breadth behind bars, both to protect the public and as punishment. Justice deserves nothing less.
