Judicial board recommends censure for New York judge

ALBANY, N.Y. (AP) — A state judicial review board said Monday it has recommended that a New York City criminal court judge be censured for a June 2004 incident in which he came down from his bench and grabbed an attorney by the arms while screaming at him.
The New York State Commission on Judicial Conduct determined the June 23 actions of Judge Richard Allman of Brooklyn were "highly improper and utterly inexcusable."
According to court papers, Allman was trying to directly question defendant Winston Roach in a motor vehicle matter when Legal Aid attorney Steven Terry tried to answer for his client, interrupting the judge several times.
Allman responded by yelling that he didn't want Terry to speak and didn't need his interference.
