He created the "tent city" jail, serving "meals" that cost 40 cents a serving, charged to the inmates.... He's also disallowed smoking and porn mags and weight lifting. He started both male and female chain gangs so he could get free work for the county. He held a parade where the female prisoners had to bring him cake.

You can't invent characters this disturbed.... Except for the freaks who keep him in office. Over a decade. Makes me sick.
