Many children are sexually abused as they are first going through puberty.

"Many"? How many is "many"?

I don't think that the children should be punished, but perhaps they should be questioned to determine whether abuse is involved or had taken place.

This bill will punish children. It presumes "sexual intercourse" below 15 is "abuse".

I think children are hestitent to share such information.

And this law will make them spill their guts?
