THE COMMISSION to investigate U.S. failures leading up to the
Sept. 11, 2001, attacks is in disarray, which is no small trick
given that it has yet to meet. Its original vice chairman, former
senator George J. Mitchell, announced Wednesday that he could not
serve; President Bush's designated chairman, former secretary of state
Henry A. Kissinger, followed suit yesterday.
Both cited pressures from their day jobs: Mr. Mitchell was concerned
about time away from his law firm, and Mr. Kissinger was unwilling to
disclose his international consulting clients as federal law appeared to require.
Whatever pressures turn out to have led the two men to accept and then reconsider
