83. No, it is a clear abuse of power and horribly bad judgement.
Diplomatic appts were created by different laws than other appts (Constitutional & International vs federal statute) and the president is more limited within this realm.

He may be trying to claim he is technically "toeing the line", but we are talking an entirely different sort of diplomatic appt with all the powers that arise from an appt to the United Nations, given our position within that organization.

Not to mention, he is creating radical history - this has NEVER been done in the history of the United Nations - EVER.
