1. Victim is blamed akin to rape blame: you dressed provocatively....

'You should have listened'

And so, in my attempts to map out this phenomenon, "Malevolent Neglect", here is one of the 1st 'calling cards':

1. the Victim is somehow blamed and so pushed back against the wall so as to lose their voice. this is akin to rape-blame. And I'm thinking here, going back into my head to my old feminist literature, such as Brownmiller's 'Against Our Will'....and she forwarding the premise that rape would be more accurately and less punitively defined as a a crime of aggression rather than a crime associated with sexual shame....there is something in the below that smacks of that. And in this blaming by FEMA person, what takes place is the edifying of the position of the person who a. either did not help a la Kitty Genovese or b. offered too little too late. The person below is Brown, estate attorney and legal assistant to the Arabian Horse Association (no I kid you not).
