I believe the word you want, schmuck boy, is "descend." If something ascends, it rises, or in the figurative context, it alleviates itself:

For example:
Literal: His soul will ascend into heaven.
Figurative: My cold has ascended into good health.

"The world saw this tidal wave of disaster descend upon the Gulf Coast." Now that's what chimpy means. But I'm sure he's disassembling more propoganda as we speak. Because he needs to get the pie higher and people need to put food on their families.
