... If Rove refuses to testify, the House could consider issuing a contempt citation. But its members better be prepared to enforce it.

Months ago, the Judiciary Committee cited White House Chief of Staff Joshua Bolten and former White House counsel Harriet Miers for contempt when they failed to respond to subpoenas to testify.

But the House stalled on voting on the citations, citing the need to work with Bush on an economic stimulus package.

There's little wonder, then, that it's the president who holds the House in contempt ...
