The attack was carried out in International Waters. Ships were boarded. People were killed. The ships were commandeered. Passengers and ships were taken to Israel against their will.

When a rogue nation carries out this kind of activity, it is is called PIRACY on the high seas.

At best, as an act of war, the IDF was performing in place of a PRIVATEER...a PIRATE.

At worst attacking a flagged ship was an military act of aggression against a sovereign state.
