The "unity within in the Security Council" is true if you mean the 5 permanent members, but Brazil and Turkey are included in the Security Council. http://www.un.org/sc/members.asp

What is true is that they likely have the nine votes needed. They likely have 12. The three they could lose are Turkey, Brazil, and Lebanon, who want more diplomacy first. Given the flotilla incident, where the US stood with Israel, how will it look in the Middle East if the world's big powers impose sanctions on Iran, with the only two "neighbors" voting no? I thought they were likely to push back the vote given the flotilla, but is seems that speculation was wrong.
