just like all the other spending initiatives (like "No Child Left Behind") that he proposes to make work without giving them any money. For those who haven't learned how to interpret the double-speak, reining in costs and duplicative services means they're gonna cut the services and give less leeway to the people who make the funding decisions, which will actually result in FEWER people receiving funding for training.
