Actually, if you think that Obama isn't going to sign this bill, it's not even a guess.
He appealed the court decision because he felt (correctly) that it's inappropriate for a district court judge, who by definition is supposed to have jurisdiction over only their district, to make the final ruling on a nationwide issue. Given how many far-right judges Bush got to appoint to district courts, many of whom make Scalia, Alito and Roberts look reasonable by comparison, that would set a dangerous precedent.
