It's a relic from the cold war. Each Member of the Assembly and the Senate submit a list of 3 to 7 people who would succeed the official in case of catastrophe. Don't really think that Dover is high on the list of anybody's targets, but I don't think it is necessarily a bad idea. But something should be done. There has to be a way of repalcing congressmen quickly to ensure continutiy and legitmacy in the Congress.
