A swatted fly fell into the machine at the Ministry, caused a typo, and they retrived Mr. BUTTLE when it should have been Mr. TUTTLE. In addition to having the wrong man they had the wrong medical records, which means they had no idea the man in their possession had a heart condition and wouldn't survive their process of information retrieval.

I really enjoyed how the real Mr. TUTTLE helped Mr. Lowry get revenge on the bureacratic duct workers in his apartment by switching the air duct to their bio-suits with the sewage duct.

I now have an image in my head of Bush & Cheney in those bio-suits filling with sewage ... thanks for making me think of Brazil!
