Female leaders are rare, rare, rare.
Given that females are almost 50% of the population of the planet and less than 5% of world or country leaders are female, suggests that maybe the cards are stacked against females.

And many of the female leader were either born to the role (Queen Elizabeth for example, or inherited the mantle from their male predecessors - Gandhi)
