Help me debunk an email re possible Kerry vote on Cop Concealed Carry bill!

A cop friend of mine sent the email below and he wants my input. I told him that any bill that fails in the congress fails because Republicans want it to, since they control both chambers.
Anyone know whether this story has any truth to it?
