Edgar Hoover who shaped the FBI; in the self-serving industrialist eugenics of powerful industrialists; in the influence of eugenic attitudes towards the "socially unfit" in shaping British foreign policy; and in the possibility that US Government importation of Nazi scientists after World War II (See Operation Paperclip) contributed to a climate of harassment of and experimentation on minorities, artists of all kinds, activists, leaders, spiritual leaders, and veterans.

The World War II continuation of immigration policies that turned away thousands of Jewish people who later died in the Holocaust can also be partially laid at the feet of Vannever Bush, who although he fired Laughlin as head of Cold Spring Harbor because his scientific methods weren't good, encouraged him to testify in 1939 to the Senate Immigration Committee, writing him, according to Edwin Black, "'One has to express opnions when he appears in this sort of inquiry, and I believe that yours will be found to be a conservative and well-founded estimate of the situation facing the committee.' Bush added that he had personally reviewed Laughlin's prior testimony and felt it was 'certainly well handled and valuable.'" (War Against the Weak 393-94)
