7. He's smarter than they are

He's confessing to a "crime" any serious investigation is going to exonerate him of. The White House is desperate for any cover at all and is ducking behind anything he's willing to offer. Unfortunately, all he's been able to give them against the incoming projectiles is the defensive equivalent of a wet sheet of toilet paper.

No matter what happens Tenet escapes almost unscathed. The signs have been out there that they intended to hang any PR problems with the Niger uranium on him for a couple of weeks, so he's had some time to figure out just how to escape the bullets from either side.
