he barely ever slithers out of his undisclosed location as it is.

Their plan has always been for him to "retire" as the scapegoat for as many of their crimes as they can pile on his back before he leaves. He won't face any consequences for any of it. Poppy pardoned more criminals than any president in history and Junior will surely break his record before oozing back into the slime he sprung from.
