Cheney isn't electable. There's a reason that he's the one calling the shots as the Vice President. If he could get elected himself, he wouldn't need Bush.

Cheney just looks evil, without Bush to stand in front of the Camera, Cheney's reign of terror is over. The country would take one look at him, and that would be it. The presidency is a popularity contest, and Cheney would have a hard time winning a popularity contest, even if he were the only one entered.

Let's face it, it would be really difficult to find anyone else in the country that is as much of a brainless puppet as bush that has the name recognition to get elected. That's why the Bush handlers have invested so much time and money getting bush into the White House.
