and since they think they can play "gotcha" on AAR they're going to focus on the "fact" that AAR is invovled with some scandal that doesn't actually have anything to do with anything.

It's a non-issue and anything that AAR had to do with it has been cleared up/taken care of. (AAR offered to refund money to those who donated to the camp or give the money to a charity that isn't a scam.)

I haven't been paying too much attention to this AAR story, so if I have my "scandals" confused forgive me.

Anyway, to answer your question, in a nutshell, they're idiots.
