Also there is much more involved besides knowing about Mohammed Atta and accomplices. Certain FBI agents were on the trail of financial connections between Saudi run, US based corporations and terrorism. Others within the FBI shut down investigations regarding those connections.

The UK Telegraph article does not even mention financing, nor does it address any of this:
