The book was presumably taken by a Republican partisan who was in the WH on normal government business, saw an unsecured copy, filched it, and passed it on to the Reagan campaign. (shades of Linda Tripp)

Will comes into it by taking part in Reagan's practice-sessions for the debate. Since he played Carter's part, he was shown Carter's playbook to guide his performance.

Not only did he go on-air after the debate praising Reagan's "thoroughbred performance" without disclosing his involvement, he also failed to report about the use of the breifing book.

It finally came out, and he's just miffed that people held it against him that he was such a shameless partisan hack with no regard for journalistic integrity. Unfortunately, the road he helped pioneer has become well-travelled, paved, and practically turned into an interstate these days.

It's telling that he still (STILL) has no concept that he did anything wrong.
