Is it going to require a United Nations Resolution?

To get humanitarian relief to those in the affected States before another baby dies - unnecessarily. Other countries have offered help, and Bush has not accepted their offer.

Perhaps President Chirac could be asked to table a Resolution at an emergency meeting of the UN, supported perhaps by one or more African States. Waste of time asking Tony Blair: he would not want to do anything that looks like criticism of Dubya.

The victims of Katrina and the flooding are going to need help for years - they need to be together as much as possible (communities have been dispersed by the evacation and yet-to-be-achieved evacuation), found employment and helped to rebuild their lives. It is going to cost a great deal.
