If Bush is racists explain this

Colon Powell Condoleezza Rice

This is about who has money and who does not. Yes Black people are predominantly poorer that white people but women are predominantly poorer than men so is the Bush administration sexist?

If so then explain this

National Security Adviser: Condoleezza Rice
Assistant to the President for Domestic Policy: Margaret La Montagne
Assistant to the President: Mary Matalin
Counselor to the President: Karen P. Hughes
Director of Communications: Margaret D. Tutwiler

Bush has selected two African Americans, two Asian Americans, four women, and one Cuban American to serve as his staff.

Again, it is about who is rich and who is poor. Keep in mind the middle class under Bush will become poor while the rich get richer. It is not about race, it is about who has money.

Want to point a finger when it comes to racism (as well as sexism)? Blame Corporate America.

Because Corporate America basically controls who gets rich and who does not it reflects directly who Bush supports and who he does not.
