20. If he's in a position of power within the system...

...he has to know the system is racist. By perpetuating and even expanding the racist system, he is an active racist. Systemic racism can be unconsciously inflicted by ordinary members of the system, as they can live out their lives unaware of all the qualities of the system. People in positions of power must be aware of a system in order to manipulate it to their advantage, thus they consciously wield whatever -isms can be applied to that system.
