Why would returning guardsmen from Louisiana need debriefed?

I have seen hundreds of National Guard vehicles coming back from Louisiana passing my house--I mean hundreds in the past several days.
I found this in the paper

I have never heard of such nonsense. Why can't they just return to their home bases like they normally do?
Why the central location?
Something doesn't seem right about this. Anyone wanna bet they are being made to sign something that says that can't tell anyone what they saw or how many bodies?
Is this a quarantine? I don't know.:shrug:
Can anyone tell me this is normal SOP? I know it is for soldiers returning from a war zone...but hurricane cleanup?
