Was Today's Speech Bush's Farewell Address?

In today's speech, Bush outlined his policies going forward as if he was leaving office and he wanted to state his policies one last time.

The timing of the speech, around many other speeches which have fallen flat on specific issues, comes when a buzz is around Washington DC indicates that many indictments are about to come down. When one takes into account the letters from the prosecutor of the Plame CIA leak case should have arrived recently, if Bush was going to be a target, he would already know.

If Bush is going to be the first President to be indicted while in office and knew this a couple of days ago, he may have decided to lay his farewell address with his policies down before he becomes tainted. This would explain the strongest messages Bush has expressed in blunt and flowery language since the months following 9/11.
