When will Bush be referred to as an "Unpopular President"?

I remember how they(the media) shoved it down our throats when Bush had anything above 52% that he was a "popular president" and that he had such a connection with the American people, blah blah blah. Now his ratings are in the toilet with even Rasmussen giving him only 43% and most showing him 37-39%. For the love of God, call him what he is. He is despised by a majority of the American public and all of his policies are rated as failures by majorities of the public.
