Because unless it is implemented, New Orleans WILL sink into the gulf. Not sure if you're aware an area equivalent to 1.5 Manhattans of Louisiana coastland is sinking into the Gulf each year. This is because the levees penning in the Mississippi send all the silt that BUILT Louisiana out into the Gulf rather than spreading out as alluvial deposits. New Orleans can be saved, but only if they spend the 15 billion to implement the plan to slow, then stop, then reverse the loss of sinking coastal land. If they don't do it, it's a fact that New Orleans will go under the waves of the gulf. Either restore the coast or New Orleans is doomed. It's a fact.

Edit: If 10 square miles of California coast sunk into the Pacific each year, they would do something about it. Sadly, no one or not enough people in Louisiana have demanded action on this. Californians would go ape shit if this happened.
