yes foreigners can buy and own. It's a modified capitalist system now. No doubt. Roughly, prices seem to be hovering between %30 and %40 of a comparable purchase in the states. Although I don't really follow the real estate thing here. So I could be wrong. It's about 6668CNY/m2, and it's outright ownership too. Not speaking Chinese may be an obstacle though. My wife handled it. Lucky me.

As far as buying a parcel in the countryside, one must buy it from the government. There's a limit to the size though; about 200/m2. Not much. One must build on the property within two years or the gov. reclaims the land and keeps the change.
