39. A blast from the past--Aum Shinrikyo
Before their chemical assault on the subway, they had worked for years on biological assault plans, even sending people to visit labs in the Soviet Union. They went back to chemicals after every single attempt at broadcasting germs failed. Tularemia needs less bacteria to cause a serious infection than many other species, but it is still pretty hard to scatter enough in a mob to actually infect people.

So far, biological attacks are most likely to be directed at individuals (like the anthrax attacks), and not at crowds.
