Welcome to DU, but only after you fix your link...;)

On edit: Background on CSIS (the site you linked to):

http://en.wikipedia.org/wiki/Center_for_Strategic_and_International_Studies

CSIS is chaired by Sam Nunn, the former Democrat Georgia Senator who was also the longtime chairman of the U.S. Senate Committee on Armed Services. While it claims to be a bipartisan institution, it's guided by a 19-member board of mostly U.S. conservative trustees, which include Henry Kissinger, Zbigniew Brzezinski, R. James Woolsey and Brent Scowcroft. The current president and CEO is John Hamre, former Deputy Secretary of Defense. He has held the position since April 2000. CSIS employs approximately 190 staff members.

I have a hard time trusting anything that Kissinger's involved with...:(
