If you have, you're being utterly disingenuous. G-L would have REQUIRED * to come back to the Congress for another (non-guaranteed) resolution to approve any war. Dean would have voted for B-L and so would have those of us who were paying close attention at the time because it really gave the UN a stronger hand to play. He would not have voted for the IWR.

The IWR, contrary to your repeated claims, didn't do bupkis except ask * to go to the UN first. Period.

I'm pretty damned sure that you've read the multiple threads where the full text of both have been laid out and discussed in full.
