Modern Art is like this as well.

I see no conspiracy here, just someone with a lot of time on their hands.

If the individual had folded the bills in different ways, I'm sure that a picture of Lincoln's ghost, or Washington's horse would show up in some form.

As they say, it's all in the timing, and the perception.
