A water furnace..That is cold water lines are hooked up to the unit and it takes the BTUs from the water and turns it into heat. all cold water has a temp of 55 degrees It has a blower just like a regular furnace. It then recycles the water or discharges the used water to the sump discharge pump..This a very basic explanation.
But check with your power company for detailed info. In fact most electric supply companies actually give rebates for installing this system. (It will pay for itself in 3 to 5 years with the energy saved.
(It will heat your house to a comfort zone temp of up to 75 degrees for a very low energy expense. and also provides central air in the summer)
