The soundcard is listed under "sound, video and game controllers"(usually near the bottom).
For instance, mine says "Creative SB Live!".

Typically, yes.
What brand is the computer?
If nothing else, run Windows Update and to reinstall the missing updates.
It might also tell you which Soundcard drivers you need.

If, in the unlikely event that no sound card shows up under the Device Manager, make certain that you either have a sound card installed *OR* that you have built-in sound on your motherboard.
You'll need to dig up the paper work for the computer.

Did you do anything else to the computer besides reinstall the OS?
