Chimpy made 'em a lot of promises he can't keep, and to date, he hasn't kept one of 'em.

Randall Terry and his wacko followers are already calling *'s debt on this one, and constitutionally, I don't think he can deliver.

Now the real reason it's an important issue if somehow the pukes get the SCOTUS to agree with 'em. Then we have a serious constitutional crisis, as the 10th amendment gets steamrolled.
