I think that's one thing God is saying to George W. Bush.

So, how many people died in Iraq and Afghanistan because of you, Mr. President? A lot more than died at the WTC, isn't it? Not even an "eye for an eye" is it? Surprise! You win!

And a trapdoor opens up straight to hell.

God's conversations with men like Bartlet are going to be much more sophisticated than that, and probably won't involve the trapdoor straight to hell.

Oooops. That's not mine to judge. I often get into that sort of trouble. But it's much more amusing to imagine what God would say to Bush, than what God would say to Bartlet.
