When I run auctions, I specify in my auction terms that payments must be received within 10 days of the auction's end.

If you do not have terms specified in your auction, you can set terms now. Send an email to your bidder giving him a deadline by which to pay. If he has not paid by then, file a non-paying bidder report (or whatever they are calling it these days - I can try to dig up the link for you if you want) and relist the item. Do not leave feedback until you've completed the non-paying bidder process and received your final value fees back from eBay. Once you have received your fee credit, leave a non-emotional, factual feedback (i.e. "Non-pay; EOA xx/xx/xx, received FVFC xx/xx/xx") That indicates the person did not pay, notes the date of the end of the auction and the date you received your fees back from eBay.

But first things first. Give your bidder a deadline.
