7. Foxistania
The Most Serene Republic of Foxistania is a small, environmentally stunning nation, renowned for its absence of drug laws. Its hard-nosed, intelligent population of 16 million are free to do what they want with their own bodies, and vote for whoever they like in elections; if they go into business, however, they are regulated to within an inch of their lives.

The government -- a sprawling, bureaucracy-choked, liberal morass -- juggles the competing demands of Social Welfare, Healthcare, and Education. The average income tax rate is 43%, but much higher for the wealthy. A very small private sector is dominated by the Gambling industry.

Same-sex marriages are increasingly common, euthanasia is legal, organ donation rates are among the lowest in the region, and the nation is ravaged by daily union strikes. Crime is well under control. Foxistania's national animal is the werewolf, which frolics freely in the nation's many lush forests, and its currency is the alien.

Foxistania is ranked 14th in the region and 72,119th in the world for Highest Police Ratios.
