Good: "You're accepted! Here's all of the information you need!"
Neutral: "Thank you for your application! Here's the information you might need if we decide to accept you!"

FWIW, both my acceptance to law school and my scholarship information came in thin white envelopes, so thin doesn't always mean rejection -- but thick NEVER means rejection. Unless admissions officers have become that sadistic since I applied to undergrad.
