I apologize for the minor threadjack, but it goes to their policies on who gets rejected and why.

The vaccine produces a false positive which indicates a potential presence of the disease, but there are separate measures which can easily be used to distinguish between those with vaccine and actual carriers. They don't want to bother with this, and are willing to let loads of people die - no love lost from me for the Red Cross!!!
